I. REALIZATION

Article 1 - The VentoSul Exhibit: Artist’s Video shall take place during the period between October 6th and 11th, 2009, in Curitiba, Paraná, at the Cinemateca de Curitiba (Film Library of Curitiba), as part of the program of the V Latin-American Visual Arts Biennial – VentoSul.

Article 2 - The VentoSul Exhibit is organized by the Instituto Paranaense de Arte (Paraná Art Institute) jointly with the Universidade Federal do Paraná – UFPR (Federal University of Paraná), Secretaria de Estado da Cultura do Governo do Paraná (State Secretariat of Culture of Paraná), and Fundação Cultural de Curitiba (Cultural Foundation of Curitiba) – Prefeitura Municipal de Curitiba (Curitiba City Hall) under the patronage of the Ministry for Foreign Affairs, Ministry of Culture and Ministry of Education of the Brazilian Government.

II. CONCEPT

Article 3 - The VentoSul Exhibit: Artist’s Video has the following curatorial concept:

With the title "Agua Grande: the altered maps", the 5th edition of VentoSul Biennal joins works of artists from different parts of the planet: North and South, center and periphery, cold and warm poles, First and Third World. The places of geographic sources of the artists are considered places of different enunciations and signs of diversity, but not as indexes of fixed geographic places.
One of the leading conductors of the edition will be water, which nowadays carries the status  of beauty, in the future will be the a kind of currency due to the possible shortage triggered  by the unaware consumption and by the fast global warming. Nowadays, water is the center of contemporary geopolitical debates. This way, it can serve as symbol of concern about the destiny of the planet, displayed in a poetic way and open to questions of multiple senses.
Likewise, the global space is, in a certain way, submitted to the logic of the maps: it opens itself in successive spacial movements, and is displayed full of mobile diagrams of migrations and continuous displacements. This Biennal wants to organize these fluxes in a poetic way: as objects of the view.
The movement of the maps privileges the transitory positions: the goes and comes,  the oscillation of what is present and absent, the crossing of the territories. In the debate about the maps, there are rivers, lakes and lagoons. Gaps that multiply the banks, reflect the image, desorient the localization of whom doesn't have land in sight. The figure of the river allows to imagine the ambiguous moment of the departure and the arrival: the instance of the transit.
In the context of these complex scene, VentoSul define its own strategies and objectives: it is a biennal open to places and distinct regions, the complex modalities of diffusion and exposure, the private proposals of a conceptual discussion. The pictures of the map and the water allow that an alive and fluid environment be thought, an environment capable of disorienting and reorienting the space in order to amplify the space of the critical image and the discussion about the difficult luck of the art in this globalized epoch.
The VentoSul Exhibit: Artist’s Video shall establish a parallel with the works selected by the general curatorship of the VentoSul Biennial, portraying the video production of the home countries of the artists selected to take part in the Biennial.

III. PARTICIPATION

Article 4 - With the purpose of contrasting the work of visual artists selected to participate in the Bienal VentoSul, artists living in the following countries can submit works to the VENTOSUL EXHIBIT: Germany, South Africa, Argentina, Australia, Brazil, Bolivia, Canada, Chile, China, Colombia, Cuba, Spain, the United States, France, Guatemala, India, Japan, Mexico, Norway, Paraguay, Peru, Sweden, Uruguay and Venezuela.

Article 5 - Registration period is between April 10th and July 10th, 2009

Article 6 - Each ARTIST is allowed to register one sole Video

Article 7 - The Video shall be conceptually related to the VENTOSUL EXHIBIT

Article 8 - Each Video shall not exceed 15 minutes.

Article 9 - The video shall be submitted in DVD form (zone 0 or 4).

IV. REGISTRATION

Article 10 - The ARTISTS shall:

  1. Fill out the form at the event’s website with personal information, curriculum and information about the participant work;
  2. Provide VENTOSUL EXHIBIT with the signed Registration Form (to be obtained at the site only after complete register), with mailing date by July 10th, 2009. The non-observance of this date shall imply in the non-participation of the artist;
  3. Submit, jointly with the Registration Form, by July 10th, 2009, the DVD with the Artist’s Video;
  4. Bear the remittance costs for participation Form and DVD in the same package / packaging.

Article 11 - Registration shall not be considered valid if signed Participation Form is not accompanied by the respective DVD.

Article 12 - When submitting a video to VENTOSUL EXHIBIT,  ARTISTS asseverate they are the proprietors or owners of all copyrights and licenses required to the video’s exhibition, included but not limited to:
a) rights over use of image and sound of people, places or things appearing in the video;
b) rights over music used in sound track or as incidental music in the video;
c) rights over texts appearing in the video;
d) rights over the video script, right or license over texts on which the video may have been inspired;
e) rights over images of files appearing in the video;
f) Copyrights or license of use of third parties’ information;
g) Or any other copyrights that could possibly prevent or violate the commercial or non-commercial exhibition of the video.

V. SELECTION

Article 14 - A curatorial committee formed by 3 (three) acknowledged professionals in the area shall be in charge of work selection for the VENTOSUL EXHIBIT.

Article 15 - The result shall be sent to the email informed at on-line registration and shall be publicized at the VENTOSUL EXHIBIT site.

Article 16 - The registered videos - whether selected or not – in the VENTOSUL EXHIBIT shall not be returned, and shall be part of the Audiovisual Collection of the Instituto Paranaense de Arte (Paraná Art Institute), to be available for consultation exclusively to the interested public. The Instituto Paranaense de Arte is committed not to lend any work to individual entities and other institutions.

VI. PARTICIPATION

Article 17 - A participation certificate shall be given for each classified video, to be sent to the address supplied at the on-line registration. 

Article 18 - Neither air tickets nor hotel fees shall be paid to the artists selected.

Article 19 - Whenever necessary, the selected works shall receive subtitles, provided by the Exhibit’s organization committee.

Article 20 - Place and equipment rental and assembly shall be under responsibility of the Exhibit’s organization committee;

VII. PROVISIONS

Article 21 - Those videos that do not fulfill the specifications of this regulation shall be promptly eliminated.

Article 22 - ARTISTS expressly authorize VENTOSUL EXHIBIT to (free from any burdens including copyrights) copy, take pictures, film or record – by various technical means of reproduction – the respective exposed work for publicizing and record of the BIENNIAL in brochures, posters, billboards, press articles etc.

Article 23 - VENTOSUL EXHIBIT is exempt from any responsibility for the non-participation of ARTISTS or their exclusion from the brochure or any publication in result of the non-observance of deadlines and other conditions established about the delivery, assembly, document submittance and instructions regarding the work.

Article 24 - Should any discrepancies arise regarding the writing of the artist’s name and/or any other data related to the works, the information given at the on-line registration shall prevail.

Article 25 - The signature in the Participation Form implies the thorough acceptance of this Regulation and asserts the veracity of information supplied in the register.

Article 26 - Any disputes shall be solved by the Organization Committee of the V Latin American Visual Arts Biennial - VentoSul.  Their decisions shall be deemed sovereign, unappealable and irrevocable.
